By-Trustee Area Elections

On November 2, 2021, the Buena Park Library Board of Trustees approved Resolution 2021-5 adopting a trustee area boundary map establishing By-Trustee Area elections of Library Board members.  In order to align with the California Voting Rights Act (CVRA) voters in each Trustee Area will now elect one Library Trustee who lives in their Trustee Area. The By-Trustee Area elections will be phased in beginning with the November 2022 election when Library Trustees from Trustee Areas 2 and 3 will be elected.  Two years later, in 2024, Library Trustees from Trustee Areas 1, 3 and 5 will be elected.  Voters will only vote for the Library Trustee position up for election in their specific Trustee Area.  All five current Library Trustees will serve until the end of their current terms and may run for re-election in their Trustee Area.

To define the new Trustee Areas the Library Board initiated a district formation mapping process, led by a demographer and legal team to ensure that the maps meet all legal and regulatory criteria. The Library Board held five public hearings encouraging residents to participate in this process.  Three proposed maps were submitted and discussed. A map adopting trustee area boundaries was adopted by the governing board at the November 2, 2021 Library Board of Trustees meeting. Subsequent information regarding the District’s boundaries was provided by the Registrar of Voters office, which was overlaid, resulting in the final map seen here.

What is the California Voting Rights Act (CVRA)?

The California Voting Rights Act (CVRA) prohibits the use of any election system “that impairs the ability of a protected class to elect candidates of its choice or its ability to influence the outcome of an election.”  Under the CVRA, the Library District has an opportunity to voluntarily transition to by-district elections and avoid a costly lawsuit.
